Add a gitea-tea skill for PR workflows and update AGENTS.md to direct agents to use the Gitea CLI (tea) for PR creation instead of the previous bd/issue tracking content.

Changes

• New skill: .opencode/skills/gitea-tea/SKILL.md — covers creating, listing, checking out, and managing PRs via tea pulls
• Updated AGENTS.md — replaces issue tracking section with Gitea PR instructions, setting master as the target branch and gitea as the push remote
